CONSTRUCTION NOTICE
4/25- The final traffic plan for the Flanagan-Madison Project was approved by the state yesterday and is currently being implemented. Phase 6 (A & B) are below and will impact the intersection of Main Street and Broadway. Unfortunately, the impact to traffic and parking will be significant during this Phase. The anticipated duration of Phase 6 (A and B) is 1.5 to 2 weeks. Again, we are very thankful for everyone’s patience and continue to ask for the same during this phase of the project. We are anxious and excited that the end of the project is near. Thank you Winchester and Clark County!!

4/22- As progress continues on the Flanagan-Madison Sewer Replacement Project, a new phase will begin in the coming days. Phase 8 will have a duration of 10-14 days and will include the replacement of the manhole at the intersection of Broadway Street and Highland Avenue. In order to replace this manhole, bypass pumping will be required. A summary of the project and traffic plan are below:
1. Phase 8 is in addition to the current phases that are in progress.
2. There will be no thru traffic going south on Highland Street from Washington to Broadway. Access to businesses and residents will not be impacted.
3. Traffic from Main Street to Highland on Broadway will be able to turn right or go straight thru the intersection of Broadway and Highland.
4. Traffic on Highland from Lexington Ave to Broadway will be able to turn right on Broadway. At times, traffic may be able to go straight through to continue on Highland.
5. The Bypass Pump will be located in the middle of the street on Highland, in front of Napa Auto.
6. CCPS has agreed for no buses to travel on Highland between Lexington Ave and Washington Street.
7. Traffic traveling west on Broadway towards Main St will be able to turn right on Highland St. At times, traffic may be able to turn right on Highland St but will not be able to continue straight.
1. Maple Street construction and paving is complete, paved and open to normal traffic.
2. The Broadway construction on the East and West side of Main Street is moving along per the current schedule. This means that the crews that are doing the work will be meeting on Main Street soon. At that time, there will be new traffic plans for Main Street. These traffic plans will focus between Wall Street and Church Alley which will open the east and west ends of the current construction area. These will be the final traffic plans for the project.
3. The current schedule has all piping in the ground by May 9th, with paving to follow. Adjustments for unknowns and weather may occur.
We want to thank everyone for the patience. We are anxious for the project to be complete and for everything to be back to normal. We are committed to doing everything that we can to make sure this happens as efficiently as possible.

Update on the Flanagan – Madison Construction Project. Below is the most up-to-date schedule:
– Construction will transition from Maple Street to Broadway on Wednesday March 6th and Thursday March 7th.
– There will be equipment that will start to move to the parking areas on the north side of Broadway, utilizing the parking areas, on Friday March 1.
– Phase 3 (Maple Street) will be complete at this time (Except for the manhole at Maple Street and Broadway)
– This will put into place traffic plans 4, 5 and 7
– This means that Broadway between Maple Street and Highland will be under construction.
– The intersection of Broadway and Maple will have a crossover for traffic traveling north bound on Maple Street.
– There will be an east bound lane on Broadway Street that is located in the street parking lane.
– There will be no west bound traffic on Broadway in this area.
– There will be no street parking on either side of Broadway during this construction period.
– There will be a bypass line buried under Main Street that will have traffic plates installed. This work will happen on Thursday (3/7) and/or Friday (3/8) and will require traffic flagging.
– We are adding two bypass pump ramps or “bridges” at Wall Alley and Church Street that will allow for pedestrian traffic and some vehicle traffic.
– Per the schedule that I have been provided, the duration in this area is ~7 weeks. This is will be followed by final paving.
